Giant dams in Karawang-Bekasi under construction

The Ministry of Public Works and Housing is currently building the Cibeet and Cijurey Dams in West Java, costing a whopping Rp9.2 trillion ($622.4 million USD).

In his report, Minister of Public Works and Housing, Basuki Hadimuljono, said that the two new dams are being built to reduce flood-prone areas in Karawang and Bekasi, West Java.

“These two dams are being built for flood control downstream of the Citarum River, such as in Muara Gembong, Bekasi, and Karawang. We hope the community can support the construction of these two dams, which will also be followed by the construction of several levees downstream,” Basuki said in a statement, quoted on March 4, 2024.

These two dams will be built in Bogor Regency, West Java, where the construction began in September 2023. The following are the profiles of the Cibeet and Cijurey Dams:

Cibeet Dam: Construction of the Cibeet Dam began in September 2023. Primarily, this dam will function as a flood control facility downstream of the Citarum River. The contract value for this dam is Rp5.5 trillion, divided into 3 work packages. Package I is carried out by the service provider PT Nindya Karya – PT Adhi Karya – PT Bahagia Bangun Nusa (KSO) covering left embankment work of the main dam and spillway construction. Package II is carried out by the contractor PT PP – PT Marfri Jaya Abadi – PT Daya Mulia Turangga (KSO) covering the main dam (right) work, public facilities, and access roads. Package III is carried out by PT Waskita Karya – PT Bumi Karsa – PT KPR (KSO) covering the main dam (center), spillway construction, and intake. The enlarged Cibeet Dam in Cariu District is reported to have a reservoir area of 735.61 hectares which will accommodate an effective volume of 22.53 million cubic meters. The dead storage volume of the Cibeet Dam is 28.75 million cubic meters and the total storage volume is 97.53 million cubic meters. Not only beneficial for reducing floods, the Cibeet Dam will also be used to irrigate new irrigation areas covering 1,000 ha and existing rice fields covering 1,037 ha, as well as supply water to 5,000 ha of irrigation land in the Tarum Canal.

Cijurey Dam: Similar to the Cibeet Dam, the construction of the Cijurey Dam also began in September 2023 with a total contract value of Rp3.7 trillion. The construction of the Cijurey Dam is also divided into 3 work packages which include Package I by PT Brantas Abripraya – PT Minarta-PT Raya (KSO) covering the main dam, supporting facilities, and mechanical-electrical work. Then, Package II by the contractor PT Hutama Karya – PT Sacna (KSO) covering the main dam work, access roads, and sediment control structures. Finally, Package III is carried out by PT. Wijaya Karya – PT Jaya Konstruksi (KSO) covering spillway construction, access roads, hydro-mechanical-electrical, and supporting facilities. The Cijurey Dam is projected to have an effective storage volume of 9.76 million m3. The dam, which is administratively located in Sukamakmur, Cariu, and Tanjungsari Districts, is projected to reduce floods from the upstream of the Cihoe River by 59.33 percent and be used to irrigate an area of 561 ha. Additionally, to produce raw water of 0.71 m3/second and a hydropower plant (PLTA) of 2×0.5 MW.
