Jakarta election to feature 2 rounds, candidates must secure over 50 percent of votes

Jakarta is the only region in the 2024 Simultaneous Regional Head Elections that can see two rounds of election as regulated in Law No. 29/2007 on the Jakarta Provincial Administration.

Candidates for governor and deputy governor who compete must get more than 50 percent of the votes. This is different from other regions’ regulations that do not require 50 percent of the voters’ votes.

“The pair of candidates for governor and deputy governor who get more than 50 percent of the votes are determined as the elected governor and deputy governor,” reads Article 11 paragraph (1) of the Law on the Jakarta Province.

Based on this regulation, the three candidate pairs need to win more than 50 percent of the votes, otherwise they will proceed to the second round.

“The second round of the election for governor and deputy governor is contested by candidate pairs who get the first and second most votes in the first round,” reads Article 11 paragraph (2) of the Law on the Jakarta Province.

Meanwhile, election mechanism in other provinces refers to Article 107 paragraph (1) and Article 109 paragraph (1) of Law No. 10/2016 on Regional Elections, which stipulate that regional head candidates do not need to get more than 50 percent of the votes to be declared the winner. In this case, a candidate pair is declared the winner if they get the most votes.
