The Ministry of Communication and Digital Application (Komdigi) has planned to regulate restrictions on children browsing social media, inviting social media platforms such as Facebook, Instagram, TikTok and X (Twitter) to contribute in setting the terms.
The planned restrictions on social media use will be in the form of a government regulation (PP), while the Information and Electronic Transactions Law (UU ITE) will serve as the legal umbrella.
Besides the social media platforms, Komdigi also collaborates with the Indonesian Child Protection Agency (LPAI) and the Center for Education and Policy Studies (PSPK) to discuss rules for children browsing social media.
“There will be an ensuing Focus Group Discussion or FGD. We will invite digital platforms, so that we hear all input, including from teachers and children,” Molly Prabawaty, a Communication Expert at the Ministry of Communication and Digital Application, said on Thursday, February 6, 2025.
Meutya V. Hafid, Minister of Communication and Digital Application, said that her ministry wants to create a strong basic study in policy making, by collaborating with various parties with diverse backgrounds in discussing this regulation.
Aspects that are regulated in the regulation on restricting children’s access to social media accounts include:
- Obligations and prohibitions on profiling children in the digital realm;
- Setting age limits;
- Preventing children’s exposure to negative content on social media;
- Classification of the implementation of electronic systems or PSE accessible by children by considering the risk profile;
- Formulation of appropriate digital vibration indicators for children before they can access digital platforms;
- Obligations of PSE to improve technology to ensure that children cannot pretend to be adults on the platform;
- Obligations of PSE to provide education to users.
