Gudang Garam committed to developing Kediri-Tulungagung toll road

PT Gudang Garam (GGRM) has established a Toll Road Business Entity (BUJT) named PT Surya Sapta Agung Tol (SSAT) to undertake the Kediri – Tulungagung Toll Road project.

 GGRM Director Heru Budiman said the BUJT was founded on February 12, 2024, along with PT Surya Duta Investama. In detail, GGRM holds 1.99 million shares of SSAT, accounting for 99.9 percent with a value of Rp1.99 trillion (US$127 million). Meanwhile, PT Surya Duta Investama holds 1 share worth Rp1 million.

“The purpose and objective of establishing SSAT are to carry out business activities as a BUJT, including toll road activities, civil road construction, as well as supporting activities for development, improvement, and maintenance,” Heru said.

It’s worth noting that GGRM was officially declared the winner of the tender for the Kediri – Tulungagung Toll Road project on December 14, 2023, as stated in the Decree of the Minister of Public Works and Housing No. PB0201-Mn/2954.

Previously, Tulus Abadi, a member of the Toll Road Regulatory Agency (BPJT) at the Ministry of Public Works and Housing, revealed that the investment value of the project was reported to reach Rp10.26 trillion. In the future, the Kediri – Tulungagung toll road project will support access to the Dhoho Airport, also owned by GGRM.

The development of the Kediri-Tulungagung Toll Road will be carried out under a Government-Business Cooperation Scheme (KPBU) with a build-operate-transfer (BOT) scheme with a concession period of 50 years. Based on BPJT projections, the daily traffic volume on the Kediri-Tulungagung Toll Road could reach 10,421 vehicles in 2023, 27,335 vehicles in 2033, 56,069 vehicles in 2043, 96,840 vehicles in 2053, 112,535 vehicles in 2063, and 117,229 vehicles in 2073. The Kediri-Tulungagung Toll Road will have a length of 44.51 kilometers designed with a speed limit of 100 km per hour. It will have a lane width of 3.6 meters, inner shoulder width of 1.5 meters, outer shoulder width of 3.0 meters, median width of 2.5 meters, with an initial lane count of 2×2 lanes and a final lane count of 2×2 lanes.
