PLN, Total Eren, Adaro Power to develop wind power plant in South Kalimantan

PT Perusahaan Listrik Negara (PLN) is collaborating with Total Eren S.A., PT Adaro Power, and PT Pembangkitan Jawa Bali Investasi (PJBI) to develop a 70-megawatt wind power plant (PLTB) in Tanah Laut, South Kalimantan.

The project will be the first wind power plant in Indonesia equipped with a 10 MWh battery energy storage system (BESS) technology. 

This collaboration was marked by the signing of a Power Purchase Agreement (PPA) between PLN CEO Darmwan Prasodjo and Managing Director Indonesia & CFO APAC Total Eren Romain Pierru, Adaro Power CEO Dharma Djojongoro, Adaro Power Director Mustiko Bawono, and PJBI CEO Amir Faisal on Thursday, May 4, 2023.

The power plant will begin to be constructed on early 2024, with the plant’s planned commercial operation date (COD) in 2025, as written in PLN press release. Once operational, the plant can strengthen the electricity supply in the Kalimantan interconnection system and improve the renewable portion of Indonesia’s energy mix.

In the first year of its operation, the Tanah Laut wind power plant will generate a total of 158 GWh of electricity and then increase to 196 GWh in the second year, and even further increased. It will also contribute to reducing CO2 emissions by 220,000 tons per year.

Previously, the wind plant project had gone through a competitive tender process. PLN declared Total Eren and Adaro Power Consortium as the winners in the bidding process, allowing them to sign a Letter of Intent (LoI) on November 15, 2022, which coincided with the G20 Summit in Bali. 

For the record, the Tanah Laut project was initiated by Total Eren and became Adaro Power’s first independent power producer (IPP) project. The Total Eren-Adaro Power consortium offered an electricity rate of US$0.05 per kWh, lower than those of the Sidrap wind power plant project at US$0.11 per kWh and the Jeneponto wind power plant project at US$0.10 per kWh. 

PLN noted that the wind energy potential in Indonesia could reach 155 gigawatts (GW), and therefore the company is eager to exploit it.
