Civil Society Coalition reports alleged corruption in PIK2 project to KPK

A civil society coalition filed a petition with the Corruption Eradication Commission (KPK) on Friday, January 31, 2025 asking the anticorruption agency to investigate alleged corruption in the process of determining the Pantai Indah Kapuk (PIK) 2 project as a strategic project (PSN) and the issuance of land use rights (HGB) associated with the 30-kilometer Tangerang sea fence establishment.

Former Chairman of the Corruption Eradication Commission (KPK) Abraham Samad, who led the coalition in submitting the petition, said there was an alleged bribery practice in the issuance of land use certificates above the Tangerang Sea Fence carried out by PT Agung Sedayu Group and its subsidiaries.

Samad was accompanied by among others former KPK commissioner M. Jasin; activist Said Didu; Gufroni, Head of Research and Public Advocacy at the Legal Aid and Public Advocacy Institute (LBHAP) of the Muhammadiyah Muslim Organization; Julius Ibrani, Head of the Indonesian Legal Aid and Human Rights Association (PBHI); and Lakso Anindito, Head of the Indonesia Memanggil (IM57+) Institute.

“We also bring along the documents prepared by our coalition friends over the alleged corruption surrounding the PIK 2 national strategic project,” Samad said.

He said further that the civil society coalition is committed to distributing the files that have been collected to the KPK to help speed up the investigation.

KPK spokesman Tessa Mahardhika Sugiarto said that the anticorruption agency will verify the report submitted by Samad and the civil society coalition, analyze the incoming data and verify whether there is any alleged corruption within the KPK’s authority to investigate.

The case of the 30-kilometer sea fence off the Tangerang waters, Banten, has attracted public attention after it turned out that the HGB certificates (SHGB) were issues on plots below the sea surface.

In a related development, the Ministry of Agrarian Affairs and Spatial Planning has revoked 50 of the 263 HGB certificates and land ownership certificates (SHM) in the sea fence area, including those belonging to PT Intan Agung Makmur (IAM), a subsidiary of the Agung Sedayu Group.
