The Oil and Gas Institute (Lemigas) has conducted a series of studies related to the implementation of Carbon Capture Storage (CCS) and Carbon Capture and Utilization Storage (CCUS) technologies in Indonesia.
The research collaboration involves various stakeholders, including Pertamina, Mitsubishi, Shell, Total, Japex, ITB (Bandung Institute of Technology), as well as financing institutions like ADB and the World Bank.
“Lemigas, with its laboratory capabilities and expert team, has conducted various studies related to CCS/CCUS since 2003,” Head of Lemigas, Ariana Soemanto, said on Monday, February 12, 2024.
She emphasized the significance of enhancing the competency of existing human resources to implement CCS and CCUS programs.
Lemigas researcher, Dandan Damayandri, mentioned their active role in educating stakeholders on the developments, regulations, and economics of CCS/CCUS through the Knowledge Sharing Lemigas Academy.
Dandan outlined three main stages in the implementation of CCS/CCUS:
● CO2 capture technology at the source
● CO2 transportation technology from the source to the reservoir
● Injection technology and post-injection CO2 monitoring
He noted that stakeholders’ interest in utilizing emission reduction technologies through CCS and CCUS programs is promising.
This is evident from the activities related to CCS/CCUS in almost all oil and gas areas in Indonesia. The government also provides incentives such as carbon tax and carbon credits.
“Currently, there are 15 CCS/CCUS projects being developed in Indonesia, including Clean Ammonia in Central Sulawesi, Repsol Sakakemang, BP Tangguh, Pertamina Sukowati, Aceh Carbon Center, Exxon Mobile Indonesia Regional Storage Center, and Pertamina Jatibarang,” he said.
In addition to incentives for providing business certainty, the Ministry of Energy and Mineral Resources (ESDM) has issued Ministerial Regulation No.2/2023 to address the implementation of CCS/CCUS activities, covering technical, business scenario, regulatory, and economic aspects.
The legal framework is further strengthened with the enactment of Presidential Regulation No. 14/ 2024 on the Implementation of Carbon Capture and Storage Activities, which includes regulations for CCS activities’ exploration and operation.
