The Ministry of Communications and Informatics promotes 3P approach and highlights main concerns in using AI

The Indonesian Ministry of Communication and Information (Kominfo) is encouraging a 3P approach, which stands for policy, platform, and people, to address the development of Artificial Intelligence (AI) technology. 

Nezar Patria, the Deputy Minister of Kominfo, explained the meaning of the 3P approach as follows:

1. Policy:

AI regulations should be beneficial for all stakeholders.

They should serve as the foundation for affirmative actions, such as closing the digital divide and facilitating AI technology transfer.

Policies should reflect future projections regarding the safe, secure, and robust use of AI.

2. Platform:

Discussions on AI safety should be conducted on inclusive multilateral platforms, enabling all stakeholders to openly express their concerns.

3. People:

Developing human resources is essential in the midst of technological advancements. Human resource readiness is key to optimizing the benefits and mitigating the risks of AI.

Furthermore, the Indonesian government is prepared to engage and act as a bridge builder for various countries in AI technology development. They intend to promote inclusive and beneficial AI development for all through South-South cooperation.

Indonesia has recommended discussing the AI development plans more inclusively, openly, and with sufficient time for all invited countries in future meetings. Nezar also highlighted three key concerns related to AI technology in Indonesia:

1. Affirmative Actions in AI Development:

Facilitating inclusive global cooperation to close the digital divide, transfer AI technology, and foster collaboration between global companies and local industry players in developing AI in developing countries.

2. Encouraging Meaningful Participation:

Allowing the meaningful participation of countries beyond those present in discussions to join the conversation on AI security.

3. Respecting Diverse Capacities:

Acknowledging the diverse roles and capacities of each country in AI knowledge development. Moreover, Indonesia advocated three principles regarding AI technology utilization that includes accountability and all parties should be responsible in the use of AI. 

Secondly, strengthening global communications through enabling a stronger and more including global communications platform to regularly discuss AI development, progress, and usage behaviour. Thirdly, ethical usage of not using AI for harmful purposes or facilitating dangerous activities.
