Ministers race to finish sand export implementing regulation

Several of President Joko “Jokowi” Widodo’s ministers are racing to complete the implementing regulation for the recently permitted sand export. One of the main focus of the regulation is the rendering of sand export license.

Minister of Energy and Mineral Resources Arifin Tasrif confirmed that results of early studies on the new regulation than contains the provisions on sea sand export has been obtained by the Ministry of Marine and Fisheries Affairs (KKP).

“The initial studies [results] are available, and it is in the hand of the KKP Ministry,” Arifin said on Monday  (12/6).

Arifin added that currently the Ministry of Marine and Fisheries Affairs is in the process of drafting the subsequent regulation related to Government Regulation No. 26 of 2023 concerning Management of Sea Sediment Products.

Regulation contents

The subsequent regulation is said to take the form of a ministerial regulation that contains technical provisions related to sand export such as determining the location that can be dredged for sand.

In addition, Arifin said that he regulation will also determine the exact task and duties of all related ministries, such as the Ministry of Energy and Mineral Resources, Ministry of Transportation, and the Ministry of Marine and Fisheries Affairs.

“We will cooperate [to implement the regulation], there will be a method. Who will maintain the sea lanes, marine health, and marine conservation. So the target is the sediment [product]. Don’t let it cause sea shallowing and endanger sailing routes,” Arifin said.

Price has been determined early

Although the KKP Ministry had only begin drafting the technical regulation on sea sand export, it turned out that the ministry had issued regulation concerning the benchmark price for sea sand export.

Ministry of Marine and Fisheries Affairs Decree No. 82 of 2021 concerning Benchmark Price for Sea Sand for Calculation of Non-Tax State Revenue stated that sea sand for domestic use is priced at IDR 188,000 per cubic meter, while sea sand for export is priced at IDR 228,000 per cubic meter.
