Government secures foreign grants to fund integrated fishing port projects

The Ministry of Marine Affairs and Fisheries has secured funding from foreign grants and loans for the development of integrated and modern fishing ports (PP).

“The development plan for integrated and modern fishing ports (PP) will be financed by a grant from the Japan International Cooperation Agency [JICA],” the ministry’s Director of Fisheries Port, Tris Aris Wibowo said on Friday (12/5).

Meanwhile, the loan will be obtained from Agence Française de Development (AFD) and the Islamic Development Bank (IsDB), he added. 

The grant and loan scheme for integrated ports

On the same occasion, Tris explained an update on the construction of integrated fishing ports in Indonesia.

According to him, the JICA grant scheme is being utilized for the construction of ports at three Integrated Marine and Fisheries Centers (SKPT) located in Maluku, North Maluku, and Aceh.

The construction process has already commenced at PP Ukurlaran-Saumlaki, PP Daeo Majiko-Morotai, and PP lee Maulee-Sabang. Tris mentioned that the process had reached the construction stage, while the tender process is still ongoing.

Regarding the loan scheme, Tris explained that the AFD loan has been utilized in four locations, including Belawan Ocean Fishing Port (PPS), PPS Cilacap, PPS Kendari, and PPS Bitung.

The construction of the four ports is projected to take five to six years with an estimated cost of US$ 99.4 million. “This year the process is still preparing consultants,” Tris added.

On the other hand, the IsDB loan is being provided for the construction of Archipelago Fisheries Port (PPN) of Pengambengan-Jembrana, Bali, and PPN Kejawanan-Cirebon, with a projected construction duration of four to five years and an estimated cost of US$ 102.4 million. 

Commitment to implement environment-friendly concept

According to the ministry, the integrated fishing port projects in Indonesia will implement a dual focus. While economic functions and benefits for the community remain a priority, the government is also embracing environment-friendly concepts.

The ministry has also prepared an international standard fishing port management system, which will serve as a tool to supervise port operations and management, particularly for projects financed by foreign sources.
