Government proposes lower haj pilgrimage costs for 2026

The government has proposed an average haj pilgrimage cost (BPIH) of Rp88,409,365 (US$5,360) per pilgrim for the 1447 Hijri/2026 Haj season, marking a Rp1 million decrease from the previous year. 

The proposal was presented by Deputy Minister of Haj and Umrah, Dahnil Anzar Simanjuntak, during a hearing with religion and social affairs Commission VIII of the House of Representatives (DPR) at the parliamentary complex in Jakarta on Monday, October 27, 2025.

Under the proposal, 62 percent of the total cost, equivalent to Rp54,924,000 (US$3,330), will be paid directly by each pilgrim as the Haj fee (Bipih), while the remaining 38 percent, or Rp33,485,365 (US$2,030) will be covered by the government through the Haj fund’s investment returns.

“The total proposed average BPIH per pilgrim is Rp88,409,365, with Rp54,924,000 paid by pilgrims and Rp33,485,365 coming from the optimization of investment benefits,” Dahnil told the lawmakers.

He emphasized that the proposed decrease reflects the government’s effort to maintain affordability while ensuring that the quality of Haj services remains high.

“This year’s proposed BPIH is Rp1 million lower than in 2025. The government continues to uphold principles of efficiency and effectiveness so that Hajj operations can be carried out properly at a reasonable cost,” Dahnil said.

Breakdown of pilgrim expenses

According to Dahnil, the Rp54.9 million Bipih covers key on-the-ground and logistical expenses, including flights, accommodation, and living costs.

To shield pilgrims from foreign exchange fluctuations, payments for overseas services will be conducted in Saudi riyals (SAR). The proposal uses the exchange rate assumptions set in the 2026 state budget (APBN) of Rp16,500 per U.S. dollar and of Rp4,400 per Saudi riyal.

The Rp33.48 million covered through investment returns will be used to fund a range of public service components, including accommodations, meals, transportation, and protection services in Saudi Arabia.

Dahnil reaffirmed that the cost adjustment was carefully calculated to balance financial sustainability with service quality. The proposal will now undergo review and approval by the Commission VIII before being finalized into the official Haj cost decree for the 2026 pilgrimage season.

He detailed that these funds will go toward:

  • Accommodation services: Rp5.5 million
  • Meals and catering: Rp6 million
  • ​Transportation in Saudi Arabia: Rp3 million
  • ​Services in Arafah, Muzdalifah, and Mina: Rp15 million
  • Insurance and protection: Rp846,000
  • Embarkation/debarkation services: Rp89,000
  • Travel documents: Rp214,000
  • Pilgrim equipment: Rp30,000
  • ​Haj guidance in Indonesia and Saudi Arabia: Rp782,000
  • ​General administrative services: Rp517,000
  • ​Management costs: Rp96,000
