KPK seizes US$1.6 million in cash, assets in alleged haj quota graft case
The Corruption Eradication Commission (KPK) has confiscated more than US$1.6 million (Rp26.2 billion) in cash, vehicles, and property as part of its probe into alleged corruption in the allocation and management of haj quotas at the Religious Affairs Ministry in the period of 2023–2024.
KPK investigators had seized cash, four cars, and five plots of land and buildings linked to the case. “The seizure of these assets is part of efforts to prove the case and an initial step to optimize asset recovery for the state,” KPK spokesman, Budi Prasetyo, said as quoted in a statement on Tuesday, September 2, 2025.
The antigraft body suspects that the practice of selling additional haj quotas caused significant losses to the state. Preliminary calculations estimate the damage at more than Rp1 trillion, a figure that will be coordinated with the Supreme Audit Agency (BPK).
Investigators have questioned several witnesses, including former religious affairs minister Yaqut Cholil Qoumas, his special staff member Ishfah Abidal Aziz who also serves as a Nahdlatul Ulama (NU) executive as well as Maktour Travel owner Fuad Hasan Masyhur. Other witnesses include officials from haj associations and private companies.
On Aug. 11, the KPK imposed a travel ban on Yaqut, Ishfah, and Fuad Hasan. The commission has also conducted searches at multiple locations, including Yaqut’s residence in Condet, East Jakarta, the Religious Affairs Ministry’s Directorate General of Haj and Umrah, as well as offices of haj travel agencies and ministry staff houses.
Officials seized documents, electronic evidence, vehicles, and properties suspected of being linked to the case. “Given the scale of state losses, this case will remain a top priority,” Budi said.
