Finance ministry prepares budget for new ministries, agencies

Ministry of Finance is preparing the state budget allocation for two newly established agencies and one new ministry under President Prabowo Subianto’s administration.

The new entities are the Java North Coast (Pantura) Seawall Authority and the Mineral Industry Agency, along with the newly established Ministry of Haj and Umrah.

“(The budget calculation) is still ongoing,” Director General of Budget at the Finance Ministry, Luky Alfirman, told reporters on Wednesday, August 27, 2025.

He cited that the process awaits further coordination with the State Secretariat, particularly regarding the organizational structure and governance (SOTK) of the institutions.

According to Luky, the funding could be sourced from the State General Budget Allocation, although details will depend on further government directives.

Minister of Finance Sri Mulyani Indrawati previously stressed that the government would ensure sufficient fiscal support. “If a new agency is established, its budget will be provided later,” she said at the Presidential Palace on Monday, August 25, 2025.

Leadership appointments

President Prabowo has appointed top officials to lead the new agencies. Didit Herdiawan Ashaf, formerly Deputy Minister of Marine Affairs and Fisheries, has been named head of the Pantura Seawall Authority.

Meanwhile, Brian Yuliarto, Minister of Higher Education, Science and Technology, was also tasked with leading the Mineral Industry Agency.

In parallel, the government is finalizing a presidential decree (Keppres) to formally establish the Ministry of Haj and Umrah, following the House of Representatives’ approval on Tuesday, August 26, 2025, of an amendment to the Law on Haj and Umrah. The revision upgrades the Haj Management Agency (Badan Pengelola Haji) into a full ministry.
