New York declaration secures Palestinian support for two-state solution
Palestine has officially agreed to the New York Declaration on the Implementation of the Two-State Solution on July 30, 2025, according to Indonesia's Deputy Foreign Minister Arrmanatha Nasir. The declaration, which received broad support during a recent international summit, includes endorsement from around 15 Western countries that now recognize Palestine as a sovereign state.
“There was Palestine as an observer state, and they participated in the negotiations and agreed with the outcomes,” Arrmanatha said, as quoted by Antara on Saturday, August 2, 2025.
The Deputy Minister’s statement came in response to concerns about one of the declaration's points condemning the October 7, 2023, Hamas attack on civilians. The document also calls for Hamas to relinquish control of Gaza and hand over its weapons to the Palestinian Authority. Arrmanatha emphasized that the declaration should not be viewed in isolation, but rather as a comprehensive and unified agreement.
“That’s what we agreed on, that’s what we discussed, and that’s what was approved by all participants involved,” he said.
Arrmanatha noted that the concept of the Two-State Solution − long considered a pathway to ending the Israel-Palestine conflict − had gone unaddressed for nearly a decade.
“Now suddenly everyone is focusing on it again. And all parties agree that this is the solution,” he said.
He also underlined the strategic importance of the growing number of countries recognizing Palestinian statehood. For Palestine to become a full member of the United Nations, all five permanent members of the UN Security Council − the United States, France, the United Kingdom, Russia, and China − must give their approval.
“Of these five, only one has yet to recognize Palestine as a state. Therefore, we are seeing progress. Just yesterday, Canada also signaled its readiness to recognize Palestine as a country,” he added.
The international summit, titled The High-Level Conference on the Implementation of the Two-State Solution, was co-hosted by France and Saudi Arabia and held at the UN Headquarters in New York from July 28–30, 2025.
The resulting “New York Declaration on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution” calls for an immediate end to the war in Gaza, the unblocking of humanitarian aid, and the swift rollout of the Arab-OIC Reconstruction Plan to rebuild Gaza and advance peace negotiations.
