Komdigi faces Rp12.6 trillion budget gap for 2026 priorities
The Ministry of Communication and Digital Application (Komdigi) has proposed a budget of Rp20.36 trillion (US$1.3 billion) for 2026, but a joint letter of the Ministry of Finance and the National Development Planning Agency (Bappenas) said that Komdigi is only allocated an indicative ceiling of Rp7.75 trillion, leaving a shortfall of Rp12.61 trillion.
In a hearing with Commission I of the House of Representatives (DPR) on Monday, July 7, 2025 Komdigi Secretary-General Ismail said that the additional funding would be directed toward four main programs:
- Development and strengthening of digital infrastructure
The ministry seeks Rp7.76 trillion in additional funds for this initiative. The budget would support the development and maintenance of 4G BTS (base transceiver stations) in both Papua and non-Papua regions, internet access operations, and maintenance of the Satria-1 satellite. Funds are also needed for digital infrastructure certification and terrestrial network expansion to improve equitable access to digital services nationwide.
- Development and strengthening of the digital ecosystem and space
With total funding needs amounting to Rp3.19 trillion, the ministry has so far received only Rp412 billion, resulting in a gap of Rp2.77 trillion.The budget would cover operations and maintenance of the National Data Center (PDN) and its backup facilities (PDNS), digital activity monitoring via systems like DKBPST, management of illegal content, and supervision of electronic transactions. It would also fund digital literacy training for vulnerable groups, scholarships under the Digital Talent Scholarship program, and national digital human resource development.
- Public communication and media
This program, which currently lacks any indicative budget, requires Rp313 billion. The funding would be used for public communication campaigns on key national issues such as rural development, MSME empowerment, energy and food security, nutritious meal programs, investment promotion, and defense sector strengthening.
- Management and operational support
The ministry also faces a shortfall of Rp1.77 trillion for operational support. Out of the Rp3.57 trillion needed, only Rp1.8 trillion is currently available. The remaining budget would cover routine expenditures such as salaries, benefits, and internal monitoring and management operations.
Ismail cited that the current indicative ceiling comprises Rp2.9 trillion in pure rupiah funds, along with other budget components. He emphasized that the budget proposal was based on consolidated input from all internal units of the ministry.
“We’ve received input from all working units. Komdigi’s total budget need stands at Rp20.361 trillion, which means we need an additional Rp12.615 trillion to fulfill our mission,” Ismail told legislators.
