Graft allegations in National Data Center linked to 2024 ransomware attack

The Central Jakarta Prosecutors’ Office is investigating a case of alleged corruption in the procurement of goods/services and the management of the Provisional National Data Center (PDNS) at the Ministry of Communication and Digital Application (Komdigi).
The prosecutor's office suspects that this corruption was the cause of the ransomware attack in 2024 which paralyzed PDNS and disrupted a number of government services.
Head of the Intelligence Section at the Central Jakarta Prosecutors’ Office, Bani Immanuel Ginting, said that this case began when the Ministry of Communication and Digital Application carried out procurement of PDNS goods/services with a total budget ceiling of Rp958 billion (US$58.5 million) in 2020.
At that time, according to Bani, there were officials from the ministry together with private companies who carried out conditioning to win a company, PT AL, with a contract value of Rp60 billion.
"Then in 2021, the same private company won the tender with a contract value of more than Rp102 billion," Bani said as quoted by Antara on Friday, March 14, 2025.
He cited that there was further conditioning between officials at the ministry and the private company to win the same company by eliminating certain requirements in 2022. This made the company selected as the executor of activities with a contract value of more than Rp188 billion.
Meanwhile, in 2023 and 2024, the same company again won cloud computing work with a contract value of Rp350.96 billion in 2023 and Rp256.57 billion in 2024.
"The company partnered with a party that was unable to meet the requirements for ISO 22301 compliance recognition," he said.
According to Bani, the failure to include consideration of the feasibility of the National Cyber and Encryption Agency (BSSN) as a condition of the offer became a ransomware attack in 2024. This attack resulted in several government services being paralyzed and the exposure of Indonesian citizens' personal data.
He said that the budget for the implementation of the PDSN procurement had spent a total budget of more than Rp959 billion, but the implementation of the activity was not in accordance with Presidential Regulation (Perpres) No. 95/2018 on the Electronic-Based Government System which only requires the government to build a National Data Center (PDN) and not PDNS and the entire data was not protected in accordance with BSSN.
"The State losses related to the alleged corruption case are approximately Rp500 billion," he said.
