Evacuation process concludes as 61 bodies recovered from Al Khoziny Mosque collapse
The search and rescue (SAR) operation at the Al Khoziny mosque collapse site in Buduran, Sidoarjo, East Java, has been completed early on Tuesday, October 7, 2025.
As heavy machinery has cleared the rubble, no further bodies have been discovered. As of Tuesday morning, there were no active operations from the heavy equipment, marking the conclusion of the SAR mission coordinated by the National Search and Rescue Agency (Basarnas).
The collapsed building, which housed a mosque within an Islamic boarding school, saw large amounts of debris cleared from the site. The SAR team has confirmed the recovery of 61 bodies from the wreckage, including seven body parts still undergoing identification by the Disaster Victim Identification (DVI) team.
"Alhamdulillah (Thank God), the site is now cleared, and we have found 61 confirmed fatalities," Major General Budi Irawan, Deputy for Emergency Handling at the National Disaster Management Agency (BNPB), said on Tuesday.
Of the seven body parts found, it is still unclear if they belong to two individuals who were still listed as missing. This will be confirmed once the DVI process is completed.
"We still have two people unaccounted for according to our records, but seven body parts were recovered. We will wait for the DVI results to determine whether these parts belong to the missing individuals," Budi cited.
As for the overall casualty count, 165 individuals were affected, with 104 confirmed survivors. Of the survivors, four remain under medical care, 99 have been discharged, and one individual did not require treatment. Other reports, however, said that 67 bodies have been recovered from the ruin site.
The higher SAR figure reflects the practice of counting each recovery separate, whether a complete body or body part, while BNPB maintains the confirmed death toll at 61, pending DVI verification to determine whether the recovered body parts belong to existing victims or to additional ones.
Transition to recovery phase
With the completion of the SAR operation and rubble clearance, the focus has now shifted to the rehabilitation and reconstruction phase. The responsibility for these efforts will be handed over to the East Java Provincial Disaster Management Agency (BPBD), though BNPB will continue to provide support and assistance during the transition.
"After this transition, we will hand over the operation to BPBD East Java. However, BNPB will continue to provide assistance," Budi confirmed.
Key activities in the transition period will include continuing the identification of the victims, with 17 out of the 61 bodies already identified. The remaining bodies are still in the identification process.
In the meantime, BNPB, BPBD East Java, BPBD Sidoarjo, the Ministry of Health, and the National Police have been assisting the victims' families by providing temporary shelter at tents set up at the Bhayangkara Hospital in Surabaya. Basic needs such as food, healthcare, psychosocial services, and traditional therapies like massage and cupping are also being provided.
The authorities are also preparing to disinfect and clean the site to prevent contamination, with the local health department and Crisis Health Center leading the effort starting Tuesday. Furthermore, a review of the debris disposal areas will be conducted to ensure no human remains were carried away by the trucks.
The BNPB will coordinate with the Ministry of Public Works to investigate and audit the structural integrity of other standing buildings in the area to prevent similar incidents in the future.
"Following the direction of President Prabowo Subianto, we will assist in the assessment of all existing buildings to prevent similar incidents from happening again," Budi said.
Meanwhile, the East Java Police have secured several pieces of evidence from the site to investigate the cause of the collapse of the four-story mosque. They have also called in witnesses to gather further information about
