Tangerang DPRD cancels allowance increase following public pressure
The Regional Representatives Council (DPRD) of Tangerang Regency, Banten Province, has canceled the planned allowance increase for all councillors in the 2025 fiscal year following a consensus reached among all political party factions and the local government.
As reported by Antara on Monday, September 1, 2025, DPRD Tangerang Speaker Muhamad Amud confirmed the annulment, saying it was a direct response to student demonstrations and public outcry.
“The conclusion of our dialogue with DPRD factions and the local government is that we agreed to revoke Regent Regulation (Perbup) No. 1/2025, which regulated the increase in housing allowances,” Amud said on Monday, September 1, 2025.
He added that all DPRD factions would immediately follow up on the dialogue with students and the community regarding the cancellation of the proposed increase.
The revoked regulation, Perbup No. 1/2025, would have raised the housing allowance to Rp43.5 million (US$2,642) for the DPRD Chair, Rp39.4 million (US$2,394) for the Vice Chair, and Rp 35.4 million (US$2,150) for regular members. With the cancellation, the allowance system reverts to Perbup No. 94/2023, which set lower amounts − Rp35 million (US$2,127) for the Chair, Rp34 million (US$2,066) for the Vice Chair, and Rp32 million (US$1,946) for regular members.
Amud cited that the allowance policy must still follow the provisions of Government Regulation (PP) No. 18/2017, amended by PP No. 1/2023, along with guidelines from the Ministry of Home Affairs regarding the mechanism for granting allowances.
“It is unlikely that a new rule will be issued. Starting from September 4, we will revert to the 2023 regulation,” he said.
He also assured the public that other demands raised by students and residents − particularly transparency in DPRD allowances − would be addressed through an open mechanism.
Meanwhile, DPRD Deputy Chair Kholid Ismail had earlier denied any allowance increase for 2025, saying that both salaries and allowances remained the same as the previous year.
“So far, there has been no increase in salaries or allowances for DPRD members,” Kholid insisted.
However, his statement was strongly rejected by student groups. Endang, Chair of the Indonesian National Student Movement (GMNI) Tangerang, accused the DPRD leadership of misleading the public.
“That statement is misleading and a lie. The facts on the ground show otherwise,” Endang said.
He pointed to Perbup No. 1/2025, which explicitly stated higher housing allowances compared to previous years. For reference, Perbup No. 99/2022 had set the allowances at Rp33 million (US$2,006) for the Chair, Rp32 million (US$1,946) for the Vice Chair, and Rp30 million (US$1,824) for members.
Student groups argue this proves a pattern of allowance increases, despite DPRD leaders’ claims to the contrary.
