Indonesia and UNDP collaborate on forest conservation, emission reduction efforts

The Indonesian Ministry of Forestry signed an agreement with the United Nations Development Programme (UNDP) on August 12, 2025 to develop a concept and funding proposal for the second phase of Green Climate Fund's support for the Reducing Emissions from Deforestation and Forest Degradation (GCF REDD+) Result-Based Payment (RBP) program.

The concept development event was attended by the Minister of Forestry, Raja Juli Antoni, along with high-ranking Ministry officials, representatives from the UNDP, representatives from the Ministry of Finance as the GCF National Designated Authority (NDA), development partners, and cross-sectoral stakeholders.

On the occasion, Raja Juli delivered a speech, emphasizing Indonesia’s continued commitment to preserving forests and reducing greenhouse gas (GHG) emissions from the forestry sector.

"I have been entrusted to be one of the key figures in REDD+. I will maintain a strong commitment to ensure that our primary goal of protecting forests and reducing greenhouse gas emissions from the forestry sector can be achieved," he said on August 12, 2025.

He cited that the REDD+ program is one of the core programs coordinated by the Ministry of Forestry, which include natural resource conservation and ecotourism, social forestry, land rehabilitation, community empowerment, and strengthening Forest Management Units (FMUs).

The GCF REDD+ RBP pilot project was first implemented in Indonesia in 2021. At that time, Indonesia recorded significant achievements through the implementation of the REDD+ RBP for the 2014-2016 period, which the GCF recognized through results-based funding of US$103.8 million (Rp16.78 trillion). This funding was provided for emission reductions of 20.25 million tons of CO2e, with an additional 2.5 percent for non-carbon benefits.

The funding was divided into two main outputs − Output 1, valued at US$9.4 million (Rp152 billion), or 10 percent, is for strengthening REDD+ architecture governance, safeguard systems, and national program communication; while Output 2, valued at US$93.4 million (Rp1.52 trillion), or 90 percent, is for strengthening forest governance at the grassroots level, including the expansion of Social Forestry, the development of Forest Management Units (FMUs), forest and land rehabilitation, the control of forest and land fires, and the strengthening of sustainable livelihoods.

The second output was further detailed in Ministerial Decree No. 673/2023 into five categories for fund utilizationm namely National Priority Programs (11.25 percent); Result-Based Payments at the provincial level (56.25 percent); National Forestry Sector NDC Implementation Program (11.25 percent); REDD+ Enabling Conditions (11.25 percent); and Management and Operational Distribution (10 percent).

The kick-off meeting for the development of the Concept Note and Funding Proposal marks the beginning of a new phase of GCF REDD+ RBP funding. This phase is expected to produce a more evidence-based, accountable, and inclusive approach that aligns with field conditions and socio-ecological dynamics in Indonesia.

The development of this proposal is led by the REDD+ RBP Team, which is coordinated by the Ministerial Expert Staff for Climate Change and the Secretary General of the Ministry of Forestry, while UNDP serves as the GCF Accredited Entity in Indonesia.

The Ministry of Finance, acting as the GCF National Designated Authority (NDA), will ensure that each funding proposal not only meets GCF requirements but also aligns with national climate finance priorities. Furthermore, UNDP will ensure that all eligibility criteria and the GCF scorecard are met.
