Indonesia’s sovereign investment agency Badan Pengelola Investasi Daya Anagata Nusantara (Danantara) is preparing a partnership with Russian counterparts to develop clean energy-based shipbuilding infrastructure within the country.

The initiative, which aims to accelerate Indonesia’s maritime industrial transformation, was revealed by Danantara CEO Rosan P. Roeslani during a visit to St. Petersburg, Russia, on Friday, June 20, 2025.

“So, no one is going in alone. They will join us − there are four companies, including PAL Indonesia and other state-owned firms,” Rosan said on Friday, June 20, 2025, referring to the collaboration between Russian partners and Indonesian state-owned enterprises (SOEs), including PT PAL Indonesia.

According to Rosan, this long-term cooperation is not only intended to develop environmentally friendly vessels, but also to revitalize the financial health of several domestic maritime SOEs, which are currently facing financial difficulties.

“We’ll assess which option fits best. The hope is that this collaboration will also help improve the condition of these SOEs,” he said.

Beyond financial recovery, the project also prioritizes technology transfer, particularly in the adoption of clean energy innovations. The planned vessels will be powered by electricity and solar energy, and some will even feature icebreaking capabilities − a technology widely used by Russian maritime firms in rivers and oceans.

Rosan highlighted that this project represents one of Danantara’s priority initiatives, aligning with Indonesia’s growing commitment to develop a green maritime industry and boost technological self-reliance in the shipbuilding sector.
