Indonesia-Russia strategic MoU exchange, a new phase in partnership
Indonesia and Russia sealed a number of agreements in a ceremony held at the Konstantinovsky Palace, St. Petersburg, on Thursday, June 19, 2025, opening a new chapter in bilateral partnership, spanning across education, transport, digital development, and strategic investment.
In a joint press statement delivered on Friday, June 20, 2025, President Prabowo emphasized the tangible results of the high-level meeting.
“The meeting with President (Vladimir) Putin today was intense and productive. In all sectors − economic, technical cooperation, trade, investment, agriculture − we have made significant progress,” he said.
All exchanged documents had been pre-signed by relevant officials and were symbolically presented before the two heads of state. Among the agreements were:
1. Agreement on Higher Education Cooperation between Indonesia’s Ministry of Higher Education, Science and Technology and Russia’s Ministry of Science and Higher Education.
2. Memorandum of Understanding on Transportation Cooperation between both countries' Ministries of Transportation.
3. MoU on Digital and Mass Media Development between Indonesia’s Ministry of Communication and Digital Application and Russia’s Ministry of Digital Development, Communications, and Mass Media.
4. MoU between DANANTARA (Indonesia’s sovereign investment management body) and Management Company of the Russian Direct Investment Fund.
Additionally, both leaders formalized a “Joint Declaration on Strategic Partnership between the Russian Federation and the Republic of Indonesia,” highlighting their shared vision for a multidimensional, future-oriented alliance.
Connectivity and education cooperation
One concrete outcome from the enhanced bilateral relationship is the launch of direct flights between Moscow and Bali, now operating three to four times weekly.
“We welcome further flights not only to Bali but also to other cities across Indonesia,” Prabowo said.
Education also featured prominently in the talks. President Prabowo reaffirmed Indonesia’s commitment to sending more students to Russian universities and expressed gratitude for Russia’s strong support of Indonesia’s full membership in BRICS and cooperation within the Eurasian Economic Union (EAEU).
“I am very pleased that we have reached agreement on our shared role in the Eurasian Economic Union,” he said.
