Kuwait’s Kufpec secures approval to develop Anambas offshore gas block

The Kuwait Foreign Petroleum Exploration Company (Kufpec) has secured development approval for the Anambas working area (WK), located offshore in the Natuna Sea following the signing of the Plan of Development (POD) for the block by Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia on April 25, 2025.

“This is great news. With this investment and the approved development plan, Indonesia's energy security will be strengthened, and domestic energy fulfillment will improve,” Djoko Siswanto, Head of the Upstream Oil and Gas Regulatory Task Force (SKK Migas), told a press conference on Thursday, May 15, 2025.

The project aligns with President Prabowo Subianto’s "Asta Cita" vision, which includes achieving national energy security during his administration through 2029. Djoko noted that the final investment decision (FID) for the Anambas project is expected by the fourth quarter (Q4) of 2025, with first gas production (onstream) targeted for Q4 2027.

Once operational, the block is projected to produce 55 million standard cubic feet of gas per day (mmscfd) under a gross split production sharing contract. He also emphasized that the Anambas POD approval also demonstrates that Indonesia offers tangible opportunities for investors.

“Upstream oil and gas investment in Indonesia remains very attractive − not only for local companies but also for international players,” Djoko said.

Development of the Anambas field includes drilling production wells from a wellhead platform, installing subsea pipelines, and connecting the field to existing facilities in West Natuna via established transportation infrastructure.

Once the field comes online, it is expected to supply gas for both domestic consumption and export markets. The ESDM Ministry and Kufpec previously signed the gross split production sharing contract for the Anambas block in June 2019, granting Kufpec operational rights for 30 years, until 2049.

The Anambas working area was offered by the Indonesian government through the 2019 Phase I Regular Bid Round, which ran from February to April 2019, with Kufpec officially declared the winner on May 7, 2019.
