Prabowo assigns AHY to lead new authority body for “Giant Sea Wall” development

President Prabowo Subianto has ordered the Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) to set up an authority body related to the construction of the “Giant Sea Wall” along Java coastal regions.


This project is included in the list of National Strategic Projects (PSN) as stipulated in Presidential Regulation (Perpres) No. 12/2025. Meanwhile, the authority body will later consist of several institutions responsible for the construction of the “Giant Sea Wall”.


"The President has assigned the Coordinating Minister for Infrastructure and Regional Development to establish a kind of authority body for the ‘Giant Sea Wall’ development," Deputy Minister of Public Works, Diana Kusumastuti, said as quoted by Antara on Tuesday, April 8, 2025.


She cited that the “Giant Sea Wall” project would involve many parties as it requires large investment funds and will pass through several coastal areas, such as Tangerang in Banten to Gresik in East Java.


"So there must be an agency. The Coordinating Ministry for Infrastructure and Regional Development is pioneering this. The authority agency will be under the Coordinating Ministry for Infrastructure and Regional Development," she said.


AHY previously said that the government will continue to refine the concept of developing the “Giant Sea Wall” to overcome various long-term problems, such as tidal flooding and land subsidence.


This includes discussing the planning of an innovative funding scheme that could involve all parties, both domestic and foreign private parties.


Minister of Public Works, Dody Hanggodo, said the construction of the “Giant Sea Wall” along the north coast of Java is meant to anticipate the impact of land subsidence and reduce the risk of flooding in Jakarta area and its surroundings.


Currently, the Ministry of Public Works is conducting a study related to payments and a feasibility study for the next stage, namely the construction of the “Giant Sea Wall” Stage B along 21 kilometers (km).


There are things that need to be considered, such as the concept to be used, whether the design of the embankment will refer to the Integrated Flood Safety Plan Giant Sea Wall Stage B Jakarta prepared by the Ministry of Public Works in 2020 or use the 2016 master plan from the Ministry of National Development Planning/Head of National Development Planning Board (Bappenas).


In addition, the Sea embankment is also being built in Central Java in an integrated manner with the construction of the Semarang-Demak Toll Road and the Semarang Harbor Toll Road.
