Muhadjir Effendy was born in Madiun in 1956, is the sixth child of nine children from the husband and wife pair Soeroja and Sri Soebita. He is the current Coordinating Minister for Human Development and Cultural Affairs. He is married to Suryan Widati and has children: Muktam Roya Azidan, Senoshaumi Hably, and Harbantyo Ken Najjar.

During his education he took a bachelor's program at the State Islamic University of Malang (IAIN) in 1978 and a Bachelor of Social Education at the Malang Teacher Training and Education Institute (IKIP Malang) in 1982. He then continued his post-graduate program in the Master of Public Administration (MAP) program at Gadjah Mada University in Yogyakarta and graduated in 1996. Then he took his doctorate at Airlangga University and earned his degree in 2008 with the Social Sciences study program. He also attended courses at National Defense University, Washington DC and Victoria University, British Columbia, Canada.
