President meets Russia’s Sistema to explore cooperation in health, education, technology

President Prabowo Subianto held a meeting with top executives of Russia’s conglomerate Sistema Group at the Merdeka Palace in Jakarta on Thursday, November 20, 2025, discussing potential collaboration in healthcare, education, hospitality, and the development of electric passenger ships.

The forum was also attended by Russian Ambassador to Indonesia Sergey Gennadevich Tolchenov and Indonesian Minister of Investment and Downstreaming Rosan P. Roeslani.

According to Rosan, the meeting served as a follow-up to earlier discussions between the Indonesian government and Sistema during a visit to St. Petersburg earlier this year.

“The CEO and owner of Sistema, one of the largest conglomerates in Russia, came in person − along with the group’s directors,” Rosan said in as quoted in a statement, on Thursday, November 20, 2025.

Rosan, who also heads the Daya Anagata Nusantara Investment Authority (Danantara), cited that Sistema expressed interest in collaborating on the development of electric passenger vessels with a capacity of 100–200 people. He noted that Sistema is one of Russia’s major shipbuilding players.

“Discussions have already begun, and they plan to establish manufacturing facilities here,” he said.

Healthcare emerged as a key priority in the talks. Sistema currently operates more than 160 hospitals in Russia and is a major producer of patented medicines and pharmaceutical products.

Rosan shared that Sistema has initiated preliminary discussions with state-owned pharmaceutical companies Bio Farma and Kimia Farma in Bandung.

“For potential cooperation with Bio Farma and Kimia Farma, they have already met in Bandung, and further follow-up is underway,” he said.

The partnership with the national pharmaceutical State-owned enterprises (SOEs) is now moving into accelerated licensing and technical coordination, including with the Food and Drug Monitoring Agency (BPOM).

“They are now in the process of securing permits from BPOM and others,” Rosan said.

Sistema also holds investments in the hospitality sector. According to Rosan, the Russian conglomerate has shown interest in managing promising hotel properties in Indonesia. The company further expressed openness to supporting educational cooperation by sending Russian language instructors to Indonesian universities.

“They will provide Russian language specialists to teach at universities that offer Russian studies,” Rosan said.

Despite the broad scope of discussion, Rosan emphasized that the cooperation framework remains in its preliminary stage, with further negotiations and technical work still ahead.
