Indonesia pushes for roadmap, strong safeguards in global REDD+ discussions at COP30
The Indonesian Ministry of Forestry calls for the adoption of a clear roadmap for the Reducing Emissions from Deforestation and Forest Degradation (REDD+) scheme during discussions with multiple countries at COP30 in Brazil.
REDD+ is an international financial incentive mechanism designed to help developing nations reduce emissions from deforestation and forest degradation. Besides Indonesia, the scheme is implemented in countries such as Nepal, Uganda, Mexico, and Brazil.
During the Plan to Accelerate Solutions (PAS) REDD+ meeting at COP30, Indonesia emphasized the need for detailed roadmaps and robust protection mechanisms. The meeting − initiated by the United Nations Environment Programme (UNEP) − also identified synergies with other initiatives, including the UN-REDD Programme and the Jurisdictional REDD Coalition (JREDD), while agreeing on follow-up collaborative actions.
Indonesia was represented by Haruni, Senior Adviser on Climate Change for the Minister of Forestry, and Agus Budi Santoso, Director of Forest Resource Inventory and Monitoring at the Forestry Ministry.
“A clear roadmap helps developing countries meet PAS targets, specifically in strengthening technical capacity, governance, and jurisdictional REDD+ readiness,” the ministry stated in an official statement released on Monday, November 17, 2025.
Beyond the roadmap, discussions also covered safeguard mechanisms, access to performance-based financing, and technical support to enhance monitoring, reporting, and verification (MRV) protocols. The PAS meeting further outlined key challenges and opportunities for joint action under the global REDD+ framework.
UNEP and the UN-REDD Programme will facilitate next steps, including coordinated follow-ups and the formulation of achievement targets. These efforts remain part of the broader UN-REDD agenda to accelerate investment, strengthen country capacity, and promote high-integrity REDD+ governance.
