Former Kominfo director-general indicted in Rp150 B data center corruption case
Former Director General of Informatics Applications at the Ministry of Communication and Informatics (Kominfo) − now the Ministry of Communication and Digital Applications (Komdigi) − Semuel Abrijani Pangerapan has been indicted for allegedly causing over Rp150 billion (US$9 million) in State losses related to the 2020-2024 temporary national data center (PDNS) project.
Prosecutors at the Central Jakarta Prosecutors’ Office said the alleged losses caused by Semuel and four other defendants − Bambang Dwi Anggono (Director of Public Communication and Digital Information at Komdigi), Nova Zanda (Commitment-Making Officer for PDNS procurement), Alfi Asman (former Business Director of PT Aplikanusa Lintasarta), and Pini Panggar Agusti (former Account Manager at PT Dokotel Teknologi) − reached Rp140.858 billion.
The losses were based on an audit report by the Development Finance Comptroller (BPKP) No. PE.03.03/SR/S-740/D6/02/2025 dated September 4, 2025. “The defendants are believed to have unlawfully enriched themselves, others, or a corporation, namely PT Aplikanusa Lintasarta, causing financial losses to the state,” the prosecutors said during a hearing at the Jakarta Corruption Court on Monday, November 10, 2025.
Each defendant is charged with multiple articles of the Anti-Corruption Law No. 31/1999, as amended by Law No. 20/2001.
● Semuel Abrijani: Article 2(1) or Article 5(2) in conjunction with Article 18(1) and Article 5(1)(b);
● Bambang Dwi Anggono: Article 2(1) or Article 3(1) or Article 5(2) in conjunction with Article 18(1) and Article 5(1)(b);
● Nova Zanda: Article 2(1) or Article 3(1) in conjunction with Article 18(1);
● Alfi Asman: Article 2(1) or Article 3(1) or Article 5(1)(b) in conjunction with Article 18(1);
● Pini Panggar Agusti: Article 2(1) or Article 3(1) in conjunction with Article 18(1).
The case began in 2020, when the ministry initiated PDNS procurement with a total budget ceiling of Rp958 billion. Prosecutors allege that ministry officials and private contractors colluded to ensure PT Aplikanusa Lintasarta (PT AL) won the tenders.
In 2020, PT AL won a contract worth Rp60 billion. A year later, it secured another tender worth Rp102 billion; and in 2022, further manipulation occurred to remove certain technical requirements, allowing PT AL to win another Rp188 billion contract.
In 2023, the company obtained a cloud computing contract worth Rp351 billion, followed by another Rp256.6 billion deal in 2024.
Intelligence chief at the Central Jakarta Prosecutor’s Office, Bani Immanuel Ginting, said the company partnered with a party that failed to meet ISO 22301 compliance requirements − a standard for Business Continuity Management Systems (BCMS) recognized by the National Cyber and Encryption Agency (BSSN).
ISO 22301 outlines measures for business continuity, risk assessment, recovery procedures, and operational resilience during crises such as natural disasters or cyberattacks. Compliance is mandatory for organizations bidding on government digital infrastructure projects to ensure service reliability and risk mitigation.
