Zulkifli Hasan named to lead National Committee for Carbon Emission Control and NDC achievement
President Prabowo Subianto on Monday, October 20, 2025 appointed Coordinating Minister for Food Affairs Zulkifli Hasan as Chairman of the Steering Committee for achieving Indonesia’s Nationally Determined Contribution (NDC) targets and controlling greenhouse gas (GHG).
The appointment is stipulated in Presidential Regulation (Perpres) No. 110/2025 on the Implementation of Carbon Economic Value Instruments (NEK) and National GHG Emission Control, which was promulgated on October 10, 2025.
Under this new regulation, the Steering Committee is tasked with providing policy direction, leading inter-ministerial coordination, monitoring, and evaluating the implementation of carbon economic instruments to achieve national emission reduction goals.
“To provide policy direction, lead coordination, oversee, and evaluate the implementation of NEK instruments and GHG emission control in national development, a Steering Committee is established,” read Article 96 of the regulation.
The structure of the Steering Committee is as follows:
● Chairperson: Coordinating Minister for Food Affairs;
● Vice Chair I: Coordinating Minister for the Economy;
● Vice Chair II: Coordinating Minister for Infrastructure and Regional Development;
● Head of Subcommittee I (NDC Substantive Matters): Minister of Environment/Head of the Environmental Control Agency;
● Head of Subcommittee II (Implementation of Carbon Economic Value): Relevant sectoral ministers according to their respective areas;
● Head of Subcommittee III (Regional Coordination): Minister of Home Affairs;
● Head of Subcommittee IV (Fiscal and Financing Substances): Minister of Finance.
To carry out its duties, the Steering Committee may be assisted by a Secretariat and Working Groups. It may also involve other ministries, non-ministerial government agencies, local governments, and relevant stakeholders in the execution of its functions.
Previously, the committee was chaired by Coordinating Minister for Maritime and Investment Affairs, with Coordinating Minister for the Economy serving as Vice Chair, as regulated under Presidential Regulation No. 98/2021 on the Implementation of Carbon Economic Value for Achieving NDC Targets and Controlling GHG Emissions in National Development.
At that time, General (ret) Luhut Binsar Pandjaitan held the position of Coordinating Minister for Maritime Affairs and Investment. However, the Coordinating Ministry for Maritime Affairs and Investment no longer exists under President Prabowo’s administration.
With the enforcement of Presidential Regulation No. 110/2025, the previous regulation, Perpres No. 98/2021, has been officially revoked.
