Indonesia seeks global investors for US$80 billion giant sea wall project

The Indonesian government is inviting international investors, including those from China, South Korea, Japan, and several European countries, to take part in financing the Giant Sea Wall project, a massive coastal defense initiative estimated to cost US$80 billion (Rp1,300 trillion).

The project, part of President Prabowo Subianto’s National Strategic Program (PSN), aims to protect coastal areas from tidal flooding and the impacts of climate change.

“The Giant Sea Wall is one of President Prabowo’s flagship programs, designed to safeguard coastal communities from climate-related threats,” Coordinating Minister for the Economy, Airlangga Hartarto, said after a discussion with the Indonesian Chamber of Commerce and Industry (Kadin) in Jakarta on Thursday, September 4, 2025.

Airlangga cited that the project will be developed in phases, with financing structured under public-private partnership (PPP) schemes. These phases will be offered for collaboration to partner countries.

“One of the phases will be offered to China. Other countries such as South Korea, Japan, and European nations have also been approached,” Airlangga said.

Strategic partnerships

The project is being promoted through BPI Danantara, Indonesia’s sovereign wealth management agency. According to Danantara CEO Rosan Roeslani, discussions are already underway with several major Chinese corporations.

The initiative also received attention during President Prabowo’s visit to Beijing earlier this month, where he attended China’s commemoration of the 80th Victory Day at the invitation of President Xi Jinping. The two leaders discussed strategic infrastructure cooperation, including the Giant Sea Wall.

Project authority

To accelerate its implementation, President Prabowo recently announced the creation of the North Java Coastal Authority (Badan Otorita Pengelola Pantura). The new body will oversee the planning, construction, and management of the sea wall, aimed at mitigating tidal floods and protecting millions of residents living along the northern coast of Java.
