President Prabowo changes key ministerial posts in a cabinet reshuffle

President Prabowo Subianto inaugurated on Monday afternoon, September 8, 2025 several ministerial posts in a cabinet reshuffle less than a year since his Red-and-White Cabinet was established on October 21, 2024.

Five new ministers and a new deputy minister were sworn in during a ceremony at the State Palace in Jakarta, which also saw the estabishment of a new government body and ministerial post − the Ministry of Haj and Umrah.

The reshuffle marks the second major reorganization in the Red-and-White Cabinet and comes amid growing pressure on the administration to improve coordination and deliver key public services.

The newly appointed ministers are:

  • Purbaya Yudhi Sadewa as Finance Minister, replacing Sri Mulyani Indrawati
  • ​Ferry Juliantono as Cooperatives and Small Enterprises Minister, replacing Budi Arie Setiadi
  • Mukhtaruddin as Minister for the Protection of Indonesian Migrant Workers, replacing Abdul Kadir Karding
  • Sjafrie Sjamsoeddin, Minister of Defense who now serves concurrently as Coordinating Minister for Political, Legal, and Security Affairs, replacing Budi Gunawan
  • Mochamad Irfan Yusuf as the first-ever Minister of Haj and Umrah

Additionally, Dahnil Anzar Simanjuntak was sworn in as Deputy Minister of Haj and Umrah.

State Secretary Prasetyo Hadi confirmed that the new ministry had received both presidential approval and parliamentary consent.

“The formation of the Ministry of Haj and Umrah has been finalized with the necessary legal and institutional backing. The reshuffle was based on a thorough evaluation process, ongoing input, and the President’s consideration of national priorities,” Prasetyo told reporters.

While the reshuffle confirmed several key positions, the Youth and Sports Minister post remains vacant following the departure of Dito Ariotedjo, who was not replaced in Monday’s ceremony.

Dito, who had been the youngest member of the cabinet since his appointment in 2023, posted a farewell message on social media, expressing gratitude for the opportunity to serve.

The Cabinet shakeup has stirred speculation about further changes in the coming weeks, particularly as President Prabowo seeks to solidify his political alliances and reinforce his administration's policy execution.

No official timeline has been given for filling the remaining cabinet vacancies.

Notable appointments

One notable appointment is Purbaya Yudhi Sadewa, who replaces Sri Mulyani. Indonesia Business Post sources said Sri Mulyani reportedly asked to step down as Finance Minister.

The transition marks the end of Sri Mulyani’s second non-consecutive term, having served from 2005 to 2010 and again from 2016 to 2025.

Purbaya, a seasoned economist and technocrat, holds a PhD in Economics from Purdue University, Indiana, and an undergraduate degree in Electrical Engineering from the Bandung Institute of Technology (ITB).

His appointment is seen as a strategic move to maintain macroeconomic stability amid global uncertainty and domestic fiscal challenges.

Before joining the cabinet, Purbaya served as Board of Commissioner of the Indonesia Deposit Insurance Corporation (LPS) from 2020 to 2025. His past experience includes key advisory roles across various ministries, including the Coordinating Ministry for Maritime Affairs and Investment, the Presidential Staff Office, and the Coordinating Ministry for the Economy.

He also has a corporate background, having worked as Chief Economist and later President Director of Danareksa Securities, and spent his early career as a field engineer with Schlumberger Overseas SA.

New Haj and Umrah ministry

The establishment of the Ministry of Haj and Umrah signals a renewed focus on the management of religious pilgrimages, which has become increasingly strategic in recent years.

This is President Prabowo’s second cabinet reshuffle since assuming office in October 2024. The first took place in February 2025, reflecting the president’s ongoing efforts to consolidate his administration and fine-tune performance in key sectors.
