MIND ID pushes solar rooftop expansion amid regulatory barriers

President Director of State-owned mining holding company MIND ID, Maroef Sjamsoeddin, revealed that the utilization of renewable energy through rooftop solar power plants (PLTS) continues to face regulatory obstacles.

Maroef cited that mining company PT Timah, through its subsidiary PT Timah Industri, recently inaugurated a 303.1 kWp rooftop solar power system at its industrial area in Cilegon, Banten in mid-June.

The installation uses 522 Jinko Solar panels with a capacity of 585 Wp each, generating around 400 MWh annually and reducing carbon emissions by up to 300 tons of CO₂ equivalent per year.

“Expansion of on-grid rooftop solar remains constrained by quota-based savings regulations imposed by the Directorate General of Electricity, Ministry of Energy and Mineral Resources (ESDM),” Maroef said during the MINDialogue forum titled “Great Corporations, Safe Nature” in Jakarta on Thursday, August 28, 2025.

Beyond quota limitations, Maroef also noted that the submission and permitting process for on-grid rooftop solar projects can only be carried out during limited periods − specifically in January and July each year.

The Cilegon PLTS project was realized through collaboration between PT Timah Industri, PT Bukit Energi Investama (a subsidiary of PT Bukit Asam) as the investor, and PT Krakatau Chandra Energi. The on-grid system is connected to the 20 kVA medium-voltage network of PT Krakatau Chandra Energi via a step-down transformer.

Meanwhile, Minister of Energy and Mineral Resources Bahlil Lahadalia announced that the government plans to build large-scale solar power plants to support the Merah Putih Village Cooperatives (KDMP) initiative. The total planned capacity is an ambitious 100 gigawatts (GW).

Bahlil emphasized that this project follows the directive of President Prabowo Subianto to accelerate renewable energy adoption. Under the plan, around 80,000 KDMP units will be established across Indonesia.

“We are currently developing the master design. All villages under KDMP will be powered by solar. This also opens new opportunities for battery producers since PLTS only generates power for about four hours in daylight, and the rest must rely on energy storage systems,” Bahlil said during the Indonesia Battery Summit 2025 on August 5, 2025.

The minister added that the 100 GW project will be executed gradually, though he did not provide a specific timeline. “The sooner, the better,” he said.
