Indonesia to finalize national AI roadmap, ethics framework to be first priority

The Ministry of Communication and Digital Application (Komdigi) is set complete the public consultation phase of its national artificial intelligence (AI) roadmap on Friday, August 29, 2025. 

“The national AI roadmap is now in the final stage at the ministry. We initially planned to conclude public consultations on August 21–22, but given the high level of feedback, we extended it until August 29,” Minister of Communication and Digital Application Meutya V. Hafid said while addressing a public lecture at Udayana University in Bali on Thursday, August 28, 2025.

The roadmap, which has been delayed by about a month, is considered a foundation for Indonesia to adapt to AI advancements while ensuring a unified national direction in seizing opportunities from the technology.

“This delay is not an excuse. We honestly took an extra month because we invited 40 institutions and agencies to provide input on a policy framework that will impact many sectors,” she cited.

Unlike a single, heavy regulation, the roadmap will be divided into several policy pillars across key sectors, including industry, business, technology development, and ethics.

One of the first areas to be regulated is AI ethics, covering moral principles and responsibilities in the development and use of AI. The framework will address issues such as transparency in AI applications, developer accountability, data protection, and preventing bias or discrimination in AI systems.

“Here’s a small preview: the very first rule will most likely focus on AI ethics,” Meutya revealed during her visit to the Spectrum Frequency Monitoring Office in Gowa, South Sulawesi, in June.

She also emphasized the urgency of ethical regulations in light of the growing spread of AI-generated manipulative content on social media, which she said underscores the need for strong ethical norms in AI governance.
