Telkom Indonesia partners with Sembcorp to build data centers in Southeast Asia

Indonesia’s State telecommunications company, PT Telkom Indonesia, through its subsidiary PT Telkom Data Ekosistem (NeutraDC), has set up a partnership with Singapore’s Sembcorp Development Ltd to develop sustainable data centers across Southeast Asia. 

The collaboration will initially focus on building facilities in Indonesia and Singapore. The agreement was formalized in a memorandum of understanding (MoU) signed during the NeutraDC Summit 2025 in Nusa Dua, Bali, on Monday, August 25, 2025.

The partnership combines NeutraDC’s network of 32 data centers in Southeast Asia with Sembcorp’s expertise in green energy and sustainable urban infrastructure. According to NeutraDC CEO, Andreuw Th.A.F., this collaboration will strengthen SIJORI − referring to the data center campus across Singapore, Johor in Malaysia, and Indonesia’s Riau Islands province, including Batam Island − as a leading regional digital hub.

“With green energy and strong regional connectivity, we aim to deliver low-carbon data centers that can compete on a global scale,” Andreuw said.

Meanwhile, Sembcorp’s Chief Operating Officer for Integrated Urban Solutions, Gareth Wong, expressed optimism that the partnership will create a new generation of low-carbon data centers.

“This synergy will accelerate digital transformation while supporting the region’s transition toward sustainable energy,” he said.

NeutraDC currently operates with a capacity of 80 megawatts (MW) and plans to expand further. This includes the development of Hyperscale Data Center (HDC) Cikarang, designed for up to 120 MW across three data center buildings and one office tower, with construction set to begin next year. Additionally, NeutraDC is building a data center campus in Batam, starting with a 20 MW Campus-1 facility, targeted to go online next year.
