Government identifies 33,000 community wells for national energy program

The government has identified 33,000 community wells as part of its initiative to enhance local energy access. 

Deputy Minister of Energy and Mineral Resources, Yuliot Tanjung, said that efforts to move forward with these wells are underway, with regional governments, state-owned enterprises (ROEs), cooperatives, and small and medium enterprises (SMEs) involved in the management process.

"We've identified around 33,000 wells, but we are not waiting for all of them to be ready before moving forward. The readiness of local governments and organizations to manage and operate these wells will determine how quickly they can be integrated into the program," Tanjung said on Friday, August 8, 2025.

Local authorities have been urged to expedite the permitting process, which is being facilitated through coordination with governors, as the government seeks to leverage existing infrastructure for faster energy distribution.

The program is expected to roll out in four primary regions, with South Sumatra emerging as a likely candidate for early implementation due to its preparedness for contract agreements with Pertamina, the state-owned oil and gas company.

Regarding health, safety, and environmental (HSE) considerations, both the government and upstream oil and gas companies (KKKS) are responsible for ensuring that the necessary standards are met.

Tanjung emphasized that HSE measures are jointly managed to ensure the safety and sustainability of the projects. As for the investment in HSE, he noted that details are still being reviewed, with decisions expected in the near future.

Additionally, the program’s funding mechanism is still under discussion. Tanjung confirmed that talks regarding the BPDPKS (Palm Oil Fund Management Agency) are ongoing and have yet to receive full approval from the Coordinating Ministry for the Economy.
