AGO investigators raid homes of former Education ministry staff over Rp9.98 T graft case
The Attorney General’s Office (AGO) has intensified the investigation into alleged corruption in the Ministry of Education, Culture, Research, and Technology (Kemendikbud Ristek) during the 2019–2022 digitalization program by conducting a new search at the residence of Ibrahim, a former special staff member to then-Minister Nadiem Makarim.
AGO spokesman, Harli Siregar, confirmed that the raid took place on Friday, May 23, 2025 at Ibrahim’s apartment in Cilandak, South Jakarta.
“Ibrahim served as a Special Staff to the Minister as well as a member of the technical team,” Harli told a press conference on Monday, June 2, 2025.
During the search, investigators confiscated electronic evidence, including laptops and mobile phones, and are currently under investigation by the AGO team.
The Office of Junior Attorney General for Special Crimes (Jampidsus) is probing allegations of collusion in directing technical assessments to support a procurement decision for digital education equipment − particularly promoting the use of Chrome OS-based laptops.
“Investigators suspect a deliberate push to direct technical studies in favor of using laptops with Chrome OS,” Harli cited.
However, he noted that a prior pilot program in 2019 involving 1,000 Chromebooks conducted by the ministry’s Communication Technology Center (Pustekkom) division had already shown poor results due to Indonesia's uneven internet infrastructure.
“Why ineffective? Because we know it’s internet-based, and Indonesia’s internet access is not yet evenly distributed,” Harli said.
Despite the earlier technical recommendation for Windows-based systems, the ministry reportedly replaced that assessment with a new study favoring Chrome OS. This shift ultimately led to a massive procurement project funded by two major sources: Rp3.58 trillion from school operational funds (DSP) and around Rp6.4 trillion from the special allocation fund (DAK) − totaling Rp9.98 trillion.
As a result of these findings, the AGO escalated the case from the preliminary investigation phase to a full criminal investigation on May 20, 2025.
Earlier searches were also conducted on May 21, 2025 at the residences of Fiona Handayani and Juris Stan, both former special staff members to Minister Nadiem. At Fiona’s apartment in Kuningan Place, investigators seized a laptop and three smartphones. Meanwhile, at Juris Stan’s apartment in Ciputra World 2, authorities confiscated two external hard drives, a flash drive, a laptop, and 15 agenda books.
“These items are undergoing forensic analysis and deeper legal examination,” Harli said.
