Bahlil emphasizes commitment to clean energy via new RUPTL implementation
Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, has asked state electricity firm PT PLN to consistently implement the 2025–2034 Electricity Supply Business Plan (RUPTL) as part of the country’s clean energy agenda and carbon emission reduction commitments.
He told journalists on Tuesday, May 27, 2025 that consistent execution of the RUPTL would enable Indonesia to exceed its National Electricity General Plan (RUKN) targets by 2034.
“If we stay disciplined in executing this plan, by 2034 we will surpass the renewable energy targets in the RUKN. The key is consistency,” he said.
The RUPTL 2025–2034 outlines an additional 69.5 Gigawatts (GW) of power generation capacity, with 76 percent − around 52.9 GW − sourced from renewable energy and energy storage systems. The breakdown includes 42.6 GW (61 percent) from renewables, 10.3 GW (15 percent) from storage, and 16.6 GW (24 percent) from fossil fuel-based plants.
Renewable energy sources include 17.1 GW of solar power (PLTS), 11.7 GW of hydropower (PLTA), 7.2 GW of wind power (PLTB), 5.2 GW of geothermal (PLTP), 0.9 GW of bioenergy, and the introduction of 0.5 GW of nuclear energy.
The capacity additions will be distributed across Indonesia: Sumatra (9.5 GW), Java-Madura-Bali (19.6 GW), Sulawesi (7.7 GW), Kalimantan (3.5 GW), and Papua-Maluku-Nusa Tenggara (2.3 GW).
Investment opportunities from the RUPTL are projected to reach Rp 2,133.7 trillion (US$131 billion). Of this, Rp 1,341.8 trillion is allocated to renewable energy projects through Independent Power Producer (IPP) schemes, while Rp 340.6 trillion will come from PLN’s own investments.
In addition to clean energy development, the RUPTL is expected to generate significant employment. Of the estimated 836,696 jobs in the power generation sector, over 760,000 are projected to be green jobs. “Over 91 percent of these are green jobs. This opens up pathways for our youth,” Bahlil said.
PLN President Director Darmawan Prasodjo reiterated the company’s commitment to implementing the RUPTL and accelerating the development of renewable energy infrastructure.
“As a state-owned enterprise in the electricity sector, PLN is fully committed to executing the government’s directives through this RUPTL. We will fast-track renewable energy projects in collaboration with investors and stakeholders,” he said.
He expressed optimism that the implementation of the RUPTL will not only contribute to Indonesia’s energy transition and its commitments under the Paris Agreement but also boost household purchasing power and reduce unemployment.
“This plan will allow us to actively support economic growth, create green jobs, and reduce poverty,” Darmawan concluded.
