KPK questions toll road authority chief over concession agreements
The Corruption Eradication Commission (KPK) summoned the head of the Toll Road Regulatory Agency (BPJT), Willan Oktavian, on Thursday, May 22, 2025, in connection with an inquiry into government assets under toll road concession agreements.
Oktavian said that his presence was to provide information regarding toll road assets, specifically land and construction infrastructure, under government concession schemes.
"As conveyed by the Minister (of Public Works) yesterday, I was summoned to provide clarification regarding the government’s concession assets in toll roads," Oktavian spoke to Indonesia Business Post on Tuesday, May 27, 2025.
The summons comes at a time when the Indonesian government is ramping up efforts to maintain second-quarter economic growth at around 5 percent. To support this target, authorities are leveraging the upcoming school holiday season in June and July 2025 to stimulate domestic consumption through a series of economic incentives.
Among the headline initiatives is a 20 percent toll discount aimed at encouraging travel and boosting spending. The two-month program is expected to benefit approximately 110 million travelers and mirrors previous schemes implemented during Idul Fitri and Christmas-New Year holiday periods.
The initiative is part of a broader strategy to sustain consumer spending momentum during the mid-year break and support macroeconomic stability through improved mobility and reduced transportation costs.
Minister of Public Works, Dody Hanggodo, said that the ministry, in coordination with BPJT, will soon convene meetings with all toll road operating companies (BUJT) to finalize the technical regulations and scope of the toll discount initiative.
“We and BPJT will bring together all toll road business entities to discuss this matter. The details, such as the affected toll segments and duration, will be worked out,” Hanggodo told a press conference on Monday, May 26, 2025.
Hanggodo acknowledged that such a policy could affect the bottom line of toll operators and may require further discussion on compensation mechanisms.
“There are financial implications that cannot be ignored. Whether there will be government compensation is something that must be reviewed further,” he cited.
Once agreements are reached, Hanggodo said, the Ministry would announce detailed technical guidance on the toll discount implementation.
“For now, we are initiating discussions with toll operators to ensure that the discount program is at least equivalent to what we offered during the recent Idul Fitri holiday. Specifics on timing, location, and duration will be shared in due course,” he noted.
