PLN launches 1 GW hydropower tender to boost renewable energy mix

Indonesia’s state-owned power utility company PT PLN has initiated a tender for the development of hydroelectric power plants (hydropower) with a total capacity of up to 1 gigawatt (GW).

This initiative aligns with the government’s commitment to increasing the share of new and renewable energy (EBT) in the national energy mix.

Zainal Arifin, PLN’s Executive Vice President for Renewable Energy, said that the tender targets hydropower projects in Sumatra, Sulawesi, and Kalimantan. The projects will be open to independent power producers (IPPs) − private companies that generate and sell electricity to PLN.

“The project in Sumatra is set to reach a capacity of 400 megawatts (MW),” Zainal said on Tuesday, April 29, 2025.

“As for the other two islands, Sulawesi and Kalimantan, each will have projects with a capacity of 300 MW,” he added.

Alongside the large-scale hydropower projects, PLN is also promoting the development of smaller hydro-based plants, such as mini-hydro power plants (PLTM), across the country. These smaller-scale facilities are seen as a vital part of expanding energy access in remote and rural areas.

Despite the push, progress in the hydropower sector remains relatively slow. According to Zainal, of the 20.9 GW hydropower capacity target set for 2030, only around 1 GW has been realized so far. The remainder is still in the procurement queue.
