NGO asks AGO to summon PPMM over illegal zircon shipment
An economic governance watchdog has asked the Attorney General’s Office to summon owner of mining company PT Putra Prima Mineral Mandiri (PPMM) for alleged shipment of illegal zircon out of Selindung Port in Bangka Island, Bangka-Belitung province on March 13, 2025.
“The Attorney General’s Office should summon owner of PT PPMM , Kuncoro, for the alleged illegal shipment of zircon,” Executive Director of the Center for Budget Analysis (CBA), Uchok Sky Khadafi, said as quoted in a statement on Friday, March 14, 2025.
Uchok Sky cited that PPMM is suspected of shipping zircon that does not originate from their legally designated Mining Business Permit (IUP) area. Instead, the zircon on the barge is believed to have come from illegal miners, which should prompt an investigation by the AGO for violating regulations.
“This alleged misconduct by PPMM has repeatedly happened. For instance, in April 2023, PPMM was suspected of exporting zircon with a purity level of only 6 percent , far below the regional regulation standard of 65 percent set by the Bangka-Belitung Bylaw No. 1 of 2019,” She said.
At that time, investigators of the Bangka Belitung Provincial Public Order Agency (Satpol-PP) attempted to inspect PPMM’s warehouse in Air Anyir, Bangka Regency. However, the inspection was obstructed by PPMM security personnel, who denied the officers’ entry without direct permission from the company’s executives.
“This clearly demonstrates that the government and law enforcement appear powerless against a single company, PT PPMM, led by Kuncoro,” Uchok Sky said.
