House to ratify revised Mining Law, focus on downstreaming, community involvement

The Legislation Body of the House of Representatives (Baleg) has planned to ratify the Draft Revision of Law No. 4/2009 on Minerals and Coal (UU Minerba) next week.
In the draft revision of this law, there are four main discussion points. First, downstreaming in Indonesia must be accelerated, in order to achieve energy self-sufficiency and downstreaming.
Second, the priority invitation for religious community organizations (ormas) to manage mining. Third, the same applies to higher education and fourth regarding Micro, Small and Medium Enterprises (MSMEs).
The fourth point is that changes in this bill were discussed in order to realize prosperity and welfare for the people in mining areas. On the other hand, when the community manages them, they can feel the mining effort directly, which can develop the market level, buying and selling. Both are for the sake of miners, business actors, and traders.
Bob Hasan, Chairman of the House’s Legislation Body, cited that the management of this mine will also direct the development of society from an agrarian society to an industrial society.
"During the 2024-2025 Second Hearing Session, it is hoped that the level 1 discussion stage can be completed, so that at the plenary meeting on February 18, 2025, the Minerba Bill can be approved as a law," Bob said on Tuesday, February 11, 2025.
Earlier, on January 20, 2025, Bob said that the discussion on the Revision of the Minerba Law was a follow-up to the results of the Baleg leadership meeting with the Baleg faction group leaders (Kapoksi) on January 14, 2025.
So far, the Minerba Law has been tested four times at the Constitutional Court (MK). Two of them were granted by the court. The fourth amendment to the Minerba Bill is cumulative and open.
Meanwhile, the revision of the Minerba Law follows up on the Constitutional Court's decision which is final and binding. In its revision, the Constitutional Court also added a number of substances to the bill.
The House agreed to amend the fourth draft revision of Law No. 4/2009 on Minerals and Coal to become a House-initiated proposal, which was decided in the 11th Plenary Meeting of the House Second Hearing Session Period of the 2024-2025 Session Year, on Thursday, January 23, 2025.
Deputy House Speaker, Sufmi Dasco Ahmad, said the ratification of the bill was just the beginning and had not yet become a draft. And the opinions of the seven factions were submitted in writing.
"Later it will be discussed, and then there will also be public participation, then from the results it will then be included in the formulation," Dasco said.
