Massive village cooperatives drive launched to strengthen grassroots economy

Minister of Cooperatives, Budi Arie Setiadi, said the government will establish 80,000 Red-and-White Village/Sub-district Cooperatives (Kopdes), with an estimated budget of Rp5 billion (US$297,353) for each cooperative.

"Yes, if the number is 80 thousand (cooperatives) multiplied by Rp5 billion, the total budget is Rp400 trillion," Budi said on Thursday, April 10, 2025.

The formation of Kopdes is a follow-up to Presidential Instruction No. 9/2025 on the Acceleration of the Establishment of Red-and-White Village/Sub-district Cooperatives. Budi said that the formation of Kopdes must indeed be completed as soon as possible.

"The formation must be completed by the end of June, in terms of institutions, not the physical buildings," he said.

Budi said further that establishing 80,000 cooperatives would likely not require foreign financing. He, however, did not provide details on where the funding for these cooperatives will come from.

"Regarding the budget and (source) of funds, it would be better for the Minister of Finance and the Minister of State-owned Enterprises to speak," he said.

In order to accelerate the establishment of Kopdes, the government has established a task force or Satgas for the establishment of Kopdes.

Budi said that this Task Force is tasked with consolidating the establishment of 80,000 Kopdes throughout Indonesia in a short time. This Task Force will be chaired by the Coordinating Minister for Food Affairs, Zulkifli Hasan.

Budi said that the establishment of Kopdes will be carried out evenly throughout Indonesia. Until now, there are 32,000 villages that have cooperatives, while 56,000 other villages do not.

Budi said that the establishment of Kopdes is the government's effort to maintain national economic resilience amidst high global uncertainty.

"What's important is that the community is strong, our food security must be strong," he said.

Zulkifli Hasan said the establishment of the Kopdes Task Force involved many ministries, starting from the Ministry of Cooperatives, Ministry of Villages, Ministry of Agriculture, Ministry of Maritime Affairs and Fisheries, Ministry of Finance, Ministry of State-Owned Enterprises, Ministry of Home Affairs, Ministry of Social Affairs, Ministry of Health, Ministry of Communication and Digital Application, Ministry of Agrarian Affairs and Spatial Planning/National Land Agency and National Food Agency.

"Starting Monday, our task force will be here daily to meet with other ministries. Coordinating with villages to immediately form accelerated Kopdes, that's the gist of it," Zulkifli said on Thursday, April 10, 2025.
