Pratikno was born in Bojonegoro in 1962. Pratikno is the current Minister of State Secretariat. He is married to Dra. Ec. Siti Faridah and has 3 children. From a young age, he had a passion for learning in order to achieve his goals. In his childhood, there was not a single elementary school building where he lived. He also studied at the house of a village head. He was the only one of his many friends who entered junior high school because the distance from his house was very far, but with strong determination he continued.

Because the distance is far from home, he also rents for school. During his schooling he was very independent because he had to get up early and cook his own rice and buy his side dishes at the Warung. After graduating, he continued to high school in Bojonegoro, East Java, about 40 km from his home. After graduating, he continued his studies at the Department of Government Science, Faculty of Gadjah Mada University (UGM), Yogyakarta. He aspired to become a regional secretary (sekda) but he got a position as a lecturer at the age of 23 years. He served as a lecturer for 23 years at UGM. Then he continued his Master's degree in England and doctorate in Australia.
