Bahlil pushes for accelerated completion of Balikpapan RDMP expansion by July 2025

Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, met with top executives of State energy company PT Pertamina, requesting the Balikpapan Refinery Development Master Plan (RDMP) project to be operational in July 2025.

The Balikpapan RDMP Project is one of the National Strategic Projects (PSN) implemented by PT Kilang Pertamina Balikpapan (KPB), which is a subsidiary of PT Kilang Pertamina Internasional (PT KPI) which is also a Subholding of Processing and Petrochemicals of PT Pertamina.

Dadan Kusdiana, Acting Director General of Oil and Gas (Migas) at the ESDM miniatry, who also took part in the meeting, said the role of Balikpapan RDMP is important in increasing national energy security.

“They will finish in September. Minister (Bahlil) asked  whether it is possible to be accelerated to July (2025). The project is important to increase domestic resilience. The production site is there, and it is big,” Dadan said on Monday, January 6, 2025.

PT Pertamina previously stated that the Balikpapan RDMP will be a modern refinery in Indonesia with a targeted completion in September 2025.

Wiko Migantoro, Deputy President Director of Pertamina, said that the Balikpapan RDMP is an important refinery because it will contribute to the Yield Valuable Product (YVP).

The Balikpapan Refinery RDMP is expected to increase the refinery capacity by 100 thousand barrels per day (bpd) from the previous 260,000 bpd to 360,000 bpd.

“Next year, we hope that the refinery in Balikpapan can increase its capacity to an additional 100 thousand barrels of oil per day. This is of course very important in the new refinery because it will also increase the yield of valuable products,” Wiko told a hearing with Commission VI of the House of Representatives on Tuesday, December 3, 2024.
