Defense Minister Prabowo Subianto reveals that Ukrainian President Volodymyr Zelenskyy has rejected his proposal supporting a ceasefire between Russia and Ukraine after more than two years in armed conflict.

The proposal was conveyed by Prabowo during the recent International Institute for Strategic Studies (IISS) Shangri-La Dialogue in Singapore. Prabowo reported the outcome of the meeting with Zelensky to President Joko “Jokowi” Widodo on Thursday, June 6, 2024.

“During the discussion, I kept trying to convince President Zelensky, offering our good offices, asking if Indonesia could help push towards a ceasefire,” Prabowo told reporters at the Presidential Palace in Jakarta.

Prabowo’s peace proposal at the IISS Shangri-La Dialogue 2023 on June 3 included a ceasefire between Ukraine and Russia. The proposal was rejected by Ukraine but supported by Russia.

Prabowo said that he would continue to offer solutions for the Russia-Ukraine war. “We will keep trying,” he said.

Despite his rejection, Zelensky invited Prabowo to the Peace Summit in Geneva in mid-June. This invitation will be discussed with the president.

“He invited me to Geneva. But of course, the president, the foreign minister, and possibly the coordinating minister for political, legal, and security affairs will deliberate Indonesia’s final stance on whether we will attend,” he said.

Prabowo’s peace proposal at the Shangri-La Dialogue included several key points:
A ceasefire between Ukraine and Russia;
Both sides withdrawing their forces 15 kilometers from the ceasefire line to create a demilitarized zone;
The United Nations establishing and deploying peacekeeping forces in the demilitarized zone, with Indonesia volunteering to be the first to contribute peacekeeping troops.

Prabowo emphasized the need to end the war due to its global impact and proposed a declaration from the Shangri-La Dialogue to prevent further deterioration and casualties.

However, Prabowo’s proposal faced criticism. Some participants worried it would justify Russian aggression. Ukraine rejected the proposal, viewing it as biased towards Russia.

Ukrainian Defense Minister Oleksii Reznikov called the proposal strange and suggested it resembled a Russian plan rather than an Indonesian one.

“Sounds like a Russian plan, not an Indonesian one. We do not need mediators coming to us with such bizarre plans,” Reznikov said as quoted by AFP on June 5, 2024.

Prabowo also proposed a peace plan for Russia and Ukraine last year, but was similarly rejected by Ukraine.
