KPK probes officials, individuals in a corruption case involving former Bandung Mayor

The Corruption Eradication Commission (KPK) is questioning several officials from the Bandung City Government and private sector individuals regarding the alleged flow of illicit funds linked to a corruption case involving former Bandung Mayor Yana Mulyana.

This case centers around the procurement of closed-circuit television (CCTV) systems and internet networks for the Bandung Smart City project for the 2020-2023 fiscal years.

KPK Spokesperson Tessa Mahardhika Sugiarto confirmed that witnesses have been questioned to delve deeper into the alleged bribes given to members of the Bandung City Council (DPRD).

“All the witnesses have been questioned and the investigation focuses on the payments to Bandung City DPRD members,” Tessa said as quoted by Antara on Saturday, December 7, 2024.

Among those questioned by the KPK investigators on Friday, December 6, 2024 were key individuals connected to the project, including:

  • Panji Kharismadi, Division Head of Transportation Facilities and Infrastructure at the Bandung Transportation Agency;
  • Ferlian Hadi, Section Head of Facilities and Infrastructure at the Bandung Transportation Agency;
  • Rini Januanti, Financial Verifier at the Bandung Communications and Information Agency;
  • Ridwan Permana, Commercial Staff at PT Marktel;
  • Mulyana, Financial Administration Manager at PT Marktel;
  • Soni Setiadi, CEO of PT Citra Jelajah Informatika (CIFO);
  • Yohannes Situmorang, Subdivision Head at the Bandung Transportation Agency;
  • Sukmara, Civil Servant at the Bandung City Administration;
  • Aditia Eka Permana, Civil Servant at the Bandung City Administration.

Former Mayor Yana Mulyana has been charged with accepting gratuities amounting to Rp400,407,000 (US$26,000), in connection with the Bandung Smart City project, which involved the procurement of CCTV systems and internet service providers (ISP).

It was revealed in the trial at the Bandung Corruption Court that the funds and gifts Yana received came from private companies.

Specifically, the money and gifts were linked to Benny, Director of PT Sarana Mitra Adiguna (PT SMA), Andreas Guntoro, Vertical Solutions Manager at PT SMA, and Sony Setiadi, Director of PT Citra Jelajah Informatika (CIFO).

The bribes, allegedly given by former Bandung Transportation Agency Chief Dadang Gunawan and Bandung Transportation Agency Secretary Khairur Rijal, were intended to influence Yana’s decisions in selecting Benny’s and Sony’s companies as winners in the CCTV and ISP procurement projects.

The prosecutors argue that these gifts and promises were made to influence Yana to act or refrain from acting in his official capacity.

According to the prosecution, these corrupt acts were committed between 2022 and 2023 at various locations, including the Mayor’s Office in Bandung, the PT Wijaya Jaya Travelindo office, Citra 2 Pegadungan Housing in West Jakarta, and the Blue Sapphire Lounge at the Soekarno-Hatta Airport in Tangerang, Banten.

In addition to cash, Yana received gifts such as a pair of Louis Vuitton Cruise Charlie Sneakers (Rp35 million) from Khairur Rijal.

The prosecution argued that these were part of a broader pattern of corrupt actions, including receiving both direct and indirect payments.

For these offenses, the KPK prosecutor has charged Yana Mulyana under Article 12(a) and Article 12(b) of Law No. 20/2001 on corruption offenses and for accepting bribes, respectively.
