Govt to implement CCS technology, prioritize emission reduction over early PLTU retirements

Eniya Listiani Dewi, Director General of New, Renewable Energy and Energy Conservation (EBTKE) at the Ministry of Energy and Mineral Resources (ESDM) has hinted that the use of Carbon Capture Storage (CCS) technology in coal-fired power plants (PLTU) could now begin.

Eniya said that the National Electricity General Plan (RUKN) implemented by ESDM also contains a roadmap for implementing CCS in coal-fired power plants. That way, Indonesia can continue to use coal-fired power plants by reducing the emissions produced.

“Coal-fired power plants plus carbon capture, and that is indeed in the RUKN. Our regulations have been available,” Eniya said on Thursday, January 30, 2025.

The government has confirmed that it will not use funds from the State Budget (APBN) for the early retirement program for coal-fired power plants.

Bahlil Lahadalia, Minister of Energy and Mineral Resources, said that the government will also not direct the state power utility company PT PLN to issue debt securities to finance early retirement of PLTU.

This policy was taken because the government has a number of priority programs that must be prioritized in addition to early retirement of the PLTU.

Bahlil explained that this stance was taken because several developed countries and donor institutions that encouraged Indonesia to retire its PLTUs early have not yet made any real contribution.
