In order to improve the use of solar energy for electricity generated from rooftop solar power plant, the government has issued Minister of Energy and Mineral Resource Regulation No. 2/2024 on Rooftop Solar Power Plants in connection with the Electricity Network of Electricty Supply Business Permit Holders for the Public Interest .This regulation is a revision to the Minister Regulation No. 26/2021.
Secretary General of the Ministry of Energy and Mineral Resources (ESDM) Dadan Kusdiana said that one of the revised substances is the elimination of the regulation on electricity import and export from the State electricity company PT PLN.
“There is no export and import, but consumers who install solar panels on their houses’ rooftops are not charged,” Dadan Kusdiana said on Friday, February 23, 2024 .
Article 13 of the Energy and Mineral Resources Minister Regulation No. 2/2024 stipulates that the excess of electrical energy from the Rooftop Solar PV System that enters the Electricity Network of Holders of Electricty Supply Business Permits for the Public Interest is not taken into account in determining the amount of electricity bills for Rooftop Solar PV Customers.
“There is no export and import, there is no service of entrustment. In the past, it could be entrusted to PLN and households could use it at night, even though the sun is available during the day. So there is less of a match there,” Dadan said.
According to Dadan, with the revision of the regulation, the installation of rooftop solar power plants is currently more suitable for use on an industrial scale. So it is quite difficult to stimulate the growth of rooftop solar power in the household customer sector.
“It could be used by household or house using a refrigerator but it is rather small in terms of household capacity, unless the batery in the house stores the power and then uses them at night. It is better for industries that have a base load, so from morning to evening electricity supply is relatively stable,” he explained.
