Ministry to revoke licenses of mass organizations involved in thuggery
The Indonesian Ministry of Home Affairs has threatened to revoke the registration status of mass organizations and freeze their access to government services, including public funding, should they be found to be involved in acts of thuggery or public disorder.
“What's the consequence for unregistered mass organizations? They won’t receive any government services or facilities, such as grants,” Minister of Home Affairs, Tito Karnavian, said at the Merdeka Palace in Jakarta on Thursday, May 8, 2025.
As the institution responsible for issuing registration letters for mass organizations, the Home Affairs Ministry plays a key role in monitoring compliance. Tito emphasized that these sanctions will also apply to organizations with legal entity status. In such cases, the Ministry of Law and Human Rights will take firm action.
“For those with legal status, any violations will fall under the jurisdiction of the Ministry of Law, since they are the authority that grants legal recognition,” he said.
Tito, who served as National Police Chief from 2016 to 2019, added that organizations committing criminal offenses will be prosecuted by the police. “If it involves a crime, then law enforcement − namely the police − will take over,” he said.
The Ministry of Home Affairs is part of a newly established Task Force on Thuggery (Satgas Premanisme), launched in May 2025. The task force is led by Coordinating Minister for Political, Legal, and Security Affairs, and includes members from the Indonesian Military (TNI), Police (Polri), Ministry of Law, the Attorney General’s Office, and the State Intelligence Agency (BIN).
