Indonesia seeks Russian investment in SEZs amid talks on agriculture, energy

The Indonesian government has called on Russia to invest in Special Economic Zones (SEZs) across the archipelago.
The call was made by Coordinating Minister for the Economy during a bilateral meeting with First Deputy Prime Minister of the Russian Federation, Denis Manturov, which discussed potential cooperation in sectors of agricultural, livestock, halal certification to renewable energy sectors as well as SEZ development on Tuesday, April 15, 2025.
Currently, Indonesia has 25 SEZs spread across various regions, which consist of 13 industrial SEZs, eight tourism SEZs, three digital SEZs and one aero technic SEZ.
"SEZ development is directed at accelerating equitable development, increasing regional competitiveness, and creating new jobs through economic activities that have high added value," Airlangga said on Wednesday, April 16, 2025.

CEO of Data Center Indonesia (DCI) Otto Toto Sugiri said Indonesia should be more aggressive in attracting foreign investors, while citing Malaysia and Thailand which imitated the Indonesian SEZ concept, but with more diverse incentives.
Overall, according to Otto, there are two factors that make Indonesia less agile than neighboring countries in attracting foreign investment in the data center sector, namely ease of doing business and transparent programs.
